In Illinois, you need a special endorsement on your license. For an Elite 80, you need a Class L endorsement.
Depending on your age and whether or not you already hold a valid Illinois driver license, there are various requirements for obtaining your Class L endorsement.
It costs $10 to get your Class L endorsement (over and above your normal license fees) and $5 to renew the Class L endorsement.
You will need your motorcycle license which also require you to go to a motorcycle safety course before you get that license. Anything you ride/drive legally on the road needs a license, in this case a motorcylce license. Go TO the DMV and they will give you all the correct information you will need about everything.
Yes you will need a motorcycle licence to drive anything over 50cc’s. Elites are great scooters and will last forever, but will only go 45 MPH, no performance mods available, so its really not worth it. Since you will have to get your endorcement, you might as well start looking at at least a 150cc.
You will need a class L license for the Elite 80. However, If you were to get say an Elite SA50, which is only 49cc, your regular license would be enough.
Oh, one more "useless site" to back me up. It’s your Sec. of State
