Does any one know if the Honda Ruckus scooter require insurance in California?

Yes it does. If it is a motorized vehicle that you drive in the road, you need insurance. Mini-bikes and such are not rated for use on public roads so they do not require it.
The CA DMV handbook says that all motorcycles have he same insurance requirements as cars.

usually anything under 50cc doesn’t require insurance or a motorcycle license but you will need a registration sticker for it. Ask the Honda dealer or call the DMV.
Does it have a lic plate? If it does, then you should have insurance before you drive it.
