No, you do not need a motorcycle license to ride any motorized vehicle on the streets in California. Please allow me to explain why Skyhawk is wrong. For one not all motorized vehicles require motorcycle licenses (e.g., an automobile).
But more related to your question, Honda’s 50cc scooter is not capable of freeway speeds and is hardly enough for carrying both yourself and a passenger together. If we take a look at CA’s Class M1 permit, we will notice that riding with passengers and riding on the freeways are both illegal, and even with CA’s Class M1 license, riding on the freeway is still illegal with anything less than 150cc.
So since you will not be riding on the freeway under any circumstances, and more than likely will not be riding with a passenger, you may only require a Class M1 permit. Because an officer may not know the difference between a motorized scooter and a scooter with an engine, you may want to get your Class M2 driver’s license. It is pretty much the same written exam as the Class M1 instruction permit, and you do not have to do the drive test. But eventually you’re going to want to do the road test for the Class M1 license if you want to ride during darkness.
